Montenegro is small: Tivat to Budva takes half an hour, Podgorica to the Bay of Kotor about an hour. A car replaces the bus timetable and opens mountain roads public transport does not serve.
Most travellers pick up at Tivat or Podgorica airport. Coastal demand peaks in summer and availability drops close to the date, so booking ahead is worth it.
The coast from Herceg Novi to Ulcinj fits in a day, but it is better split: Kotor and Perast inside the bay, Budva and Sveti Stefan on the open sea, Ulcinj with its long sandy beach.
Two classic routes head inland: up to Lovcen with switchbacks over the bay, and north to Durmitor, the Tara canyon and Zabljak.
There are two airports: Tivat (TIV) on the coast and Podgorica (TGD) in the capital. Tivat is closer to the Budva riviera, Podgorica is better for trips north.
Cars are brought to the terminal or a nearby car park — check the meeting format in the offer terms.
Offers start from 8 € per day. The total depends on the season, car class, rental length and what is included — deposit, insurance and mileage limit. Coastal prices in summer run well above spring and autumn.
A national licence in Latin script is usually enough for Montenegro. Each company states its own requirement in the offer terms — check before booking.
Many companies allow cross-border trips for a fee and with a green card. Arrange it in advance: without it in the contract, leaving the country may be prohibited.
One toll section: the Sozina tunnel between Podgorica and the coast. Pay by cash or card at the entrance, or take the old road via Petrovac.
A normal car handles the coast and main routes. Four-wheel drive helps in winter in the mountains around Zabljak and Kolasin.
Most companies block a deposit on the driver's card. Use the no-deposit filter to compare offers without one.
